I already suspected that could be the case :)

FYI, there is also a way to get a free membership, I guess the ASF is eligible, but maybe
the bureaucracy is not worth it: https://developer.apple.com/support/membership-fee-waiver/

I'm still reading the latest "Apple Developer Program License Agreement" version 20180604
(should be updated in svn?).
