Greg Stein resolved INFRA-16701.
--------------------------------
    Resolution: Won't Fix

Write access to the repository is required for most of those actions, and we cannot provide
those to people outside of the apache organization. Only committers.

and be made reviewers of PRs

> Today, committers and non-committers have very different experiences on GitHub that go
beyond permissions. Non-committers are not members of the `apache` organization.
> - All emails go to their default email address; they cannot route the emails to a particular
address
> - They cannot be requested to review a pull request
> - They cannot be assigned a pull request, which we would separately use to indicate
who must make the next action
> Is there a way that we can use some of GitHub's permissions to allow contributors that
are not committers to have these benefits? (like the Contributors role on JIRA)
