On Beam, the current notification schema makes it impossible for a reporter to unsubscribe
from a JIRA.

Currently, every touch on a JIRA causes four notifications:

 - all watchers
 - current assignee
 - reporter
 - commits@beam.apache.org

We have consensus to switch to these notifications:

 - all watchers
 - current assignee
 - commits@beam.apache.org

_On the condition_ that the reporter of a JIRA can be made a watcher automatically.

Some rationale, in case it suggests any other solutions:

 - A user who reports a bug wants updates on it. But they may lose interest and want to unsubscribe.
Today they cannot. So it it hard on users.
 - It is also hard on devs, who file even more bugs and get zillions of needless notifications.
Filters do not help, as it is common to have a special rule to allow email directly to your
email address, even when you filter a whole list.
