Have a look at the following:

 INFRA-12781
 INFRA-13838
 INFRA-14586

 Note that we only "support" two modes of operation on dockerhub - automated builds based
on tags, and some more 
 generalized access (INFRA-14586) which I think is what you're looking for. Either way, do
note that dockerhub is NOT an 
 approved release channel for ASF artifacts: http://www.apache.org/dev/release-distribution.html

 Anything you do on dockerhub will require the description and supporting documentation to
be clear on the fact that 
 these are not official distribution artifacts.
