have you looked at
https://www.apache.org/info/verification.html#Validating
recently?

-- It mentions "KEYS" files only in passing (literally between brackets).
-- It suggests to contact the developer, preferably face-to-face

I think suggesting this to our downloaders is worse than bad.
Should we really propagate this ? Or work on something better :-).
