API for merge is https://developer.github.com/v3/pulls/#merge-a-pull-request-merge-button
PUT /repos/:owner/:repo/pulls/:number/merge

API's requested for probot-stale are described in https://github.com/probot/stale/blob/master/docs/deploy.md

including read/write for pull requests.

Github App permissions in
https://developer.github.com/v3/apps/permissions/

Indicating the merge of a pull request is in the content permission, and not included in the
write permission for pull requests.
