Greg Stein resolved INFRA-16589.

    Resolution: Won't Fix

As with the other issue, if there is no way to distinguish permissions between "close" and
"merge", then probot cannot be enabled. Third-party tools cannot be allowed to modify the
codebase.

If you can find some docco that shows merge is NOT allowed, then we can review again.
