Chris, I'm one of the mentors. I know all that. 
And of course the source tarball is the main release of any ASF projects.
But IF an ASF project _also_ ships convenience binaries, then this is in practice always also
done during the release.
And of course those convenience binaries also must be legally checked etc. 

Or would you advise that Apache OpenOffice only publishes the sources and does not provide
any binary downloads?

Wrong again: of course we (ASF) do prefer to use org.apache.*. But there ARE ASF projects
which use a different groupId!
Proof: otherwise you would only
see 'org' in there:
And here you would only see
'apache' and nothing else.

I totally get Gregs argument that we must be legally allowed to use that namespace, e.g. have
the NetBeans trademarks and the right to use the 'org.netbeans' domain name (means we need
the rights to at least use the '' domain name as namespace).

I'll move this discussion back to the incubator.
