In a ticket that old, tracking down why a priority is missing going to be next to impossible.
Since 2011 Jira has gone through 5 major revisions, countless minor revisions, several database
upgrades, and a UTF8 conversion, so it's possible the 'Blocker' priority didn't even exist
at the time, or perhaps the project used to use a different scheme and the priority didn't
map properly. This issue could have cropped up at any point between now and then, and the
resolution is still going to be to update it via the edit screen. If you discover a large
number of tickets with this issue, we can look at using Jira's bulk-update to save some time.
