The Reply-to: headers are added by design. I'm a little unclear what the ask is here, or what
the reasoning is. The lists have been operating this way for quite a long time, so I'm unsure
why it's suddenly a problem. What changed here? 

A brief review of ezmlm docs shows no obvious way to add the header "only if"  the header
doesn't already exist, so I don't really see any technical path to "fixing" this that doesn't
involve a rewrite of ezmlm, assuming your "ask" is to be able to re-write the reply-to header.

setting into mail going to our lists.  This makes it problematic for auto-generated emails
from the Whimsy Board Agenda Feedback system to go to: private@project, but have Reply-To:
be set to both board@, private@ as the board wants to have.
