It seems to happen often (but not always) after using the API extensively to post reviews.
We use [this script|] to
post reviews for each commit. For instance, I just used it to (successfully) post updates
to 25 commits (I run it with {{yes "" | ./support/}} to automate it, otherwise
it asks for every patch), and about a minute later I can no longer load patches.

That said, I _was_ able to load patches immediately after posting new drafts, so it didn't
get slow immediately. But within a few minutes. Can't say for sure it's related.
