It looks as though this feature has been implemented by adding a line to the .qmail file(s).

AIUI the .qmail files may be recreated by ezmlm if any of the flags are changed; in which
case the setting would be lost.

When I looked at adding dist.a.o announce message rejection a while back, there did not seem
to be any spare flags in ezmlmrc that could be used.

I think there needs to be a way to document these settings so they can be re-applied if necessary
(and so they can be applied to any new  mailing list software in the future)
