This is expected behavior. The macro files are completely unrelated to the httpd from puppet's
perspective. We were mulling a few ideas over in hipchat about ways to notify httpd that the
macro file has been updated, perhaps by adding a graceful to the cron job, or adding some
code that ran a graceful if the macro file had changed. Thoughts?
