our community. .." - sounds to me like you should just vote them in as committers?

Speaking technically here - it is impossible to give access to anyone without an LDAP account,
that means anyone wanting access to our VMs 'MUST' be a committer. Therefore these folks will
not get access to our VMs on a technical basis until they become committers. Socially, it
seems a no brainer to vote them in as committers, then the access is a given.
