We've actually had some further reports that this doesn't really help - the problem is that
the notifications are mostly the same.

Can the "Beam Notification Scheme" be changed? Right now on any work log event it notifies
"All Watchers, Current Assignee, Reporter"

In fact, it should _only_ send to the commits@beam.apache.org alias.
