I've asked [~cthistle] to document the *manual* steps that would be needed should Whiimsy
fall over, and we need to create an account immediately (eg. before Whimsy can be fixed).

There are about three basic steps:

1) LDAP work
2) .qmail files (possibly solved by existing cron, so maybe just a manual run)
3) notification email

The above must be documented in a runbook. Then we can decommission existing scripts, and/or
replace by small targeted single-step scripts.

Over the past year, we've seen the Whimsy community be quite responsive to problems. When
that changes, then we may need to alter our stance. Today, accounts are generally created
within 72 hours; a few years ago, it could take weeks. The fallback, manual system is for
emergencies (eg. when it appears Whimsy will not be restored in time), although I cannot imagine
any such emergency requiring account creation.
