I've tried a few more scenarios and I cant get it to work how I/We want it. 

Using a condional on $body simply isnt working, and thats the crux of it. 
Basically $body always returns a not null value due to Atlassian use of setting the body on/off

as part of the macro definition.

So, unless you want me to spend more time on this, or can provide a solution, are you ok with
it as is?
