Gotcha. That's probably what was happening.

With the one large tarball I was trying to commit, I couldn't tell the difference between
a size limit on Phoenix's dist.a.o directory and a size limit on a single file. Yes, an increase
in the size of a file that Phoenix can upload is what I'm requesting.
