The question is: Can the header line somehow configured cause by usual GitHub Repositories
you can change the Headerline somehow or is this simply created/mirrored by some information
from within the projects?

For example from one of my own repositories:
https://github.com/khmarbaise/multienv-maven-plugin/
The headline you can set a link to the site or other useful informations which could be interesting
to set. Furthermore tags in the repository related to the subject of the repository project
in this case for example {{maven-plugin}}, {{maven}} etc. 

But unfortunately I'm as a Maven PMC can't change that on my own...
