Unique Message-Ids are a standard feature of most mail clients and mail handling libraries.
Rather than assuming that the PR number is unique, code should make use of the work that has
been put into such libraries.

The other issue is whether other entries in the conversation have distinct ids. It looks as
though they do (now).
The issue 317 is opened here [1] and has a potentially non-unique id
A code comment [2] has a more normal random id, so clearly it's possible.
