The problem does appear to exist on both windows and linux:

[windows-jdk9-maven3.5.x] The f:\\jenkins\\tools\\java\\latest9
[windows-jdk9-maven3.5.x] \bin\java.exe does not exist in jdkToolName=JDK 1.9 (latest).

This may be an issue with how you're building the executable path. On Windows, it is likely
that Java.exe is in the system path. On linux, this is very likely not to be the case (or
if it is, it will not be the version you specify) because we package the Java toolsets separately
from the system package.

I don't see that you're using the Jenkins defined toolchains.. are you using a build script
and inserting these values yourself? I can take a look at the script if you can point me at
it to see if I can see the problem.
