While we can enable github issues/prs for any project, including svn mirrors, this only enables
pull requests to be created, not really managed. You won't be able to close invalid PRs, and
merging will be limited to whatever commit-based management github supports. If you're fine
with this, we can enable it momentarily. 

Switching to git (and thus gitbox) would enable write-access on github for the full range
of management of PRs/issues
