I'm not sure this is complete - at least on disk.

mbox-vm contains private andf security lists still in /x1/archives/$listname and some of those
contain mbox files that are not present in /x1/private (check out zookeeper private list as
an example.

>From my end, working on the eos/thor replacement VMs, it is imperitive that public and
private lists are kept entirely seperate so that I can rsync public archives to mailarchive-vm
and private archives to mailprivate-vm. 

(Note that I will not be copying 'restricted' anywhere)

Please can you check the condition of mbox-vm [~sebb@apache.org] and let me know next steps.

The names of the private lists can be derived from the  bin/.archives file and double-checked
