Ivan Zhakov gave me the following suggestion:
Use 'Message Custom Field' from JIRA Toolkit (Atlassian developed plugin with useful addons).
It's exactly designed for use case you described. Here is tutorial how to use it:

Is that something that could be done?

It's not clear to me whether you can make it work in a "project-specific" way (for instance
by making the custom field only applicable to the "Subversion" project), so the warning only
appears if you select the Subversion project.
