I think you are overlooking something here.

Some useful emails do not need a body; the Subject: is sufficient.
This is often the case with automated scripts or cronjobs etc.

The other aspect is that if an email has been sent to a mailing list, it should be in the
archive.
Otherwise it's not a true archive.
