Subject [jira] [Updated] (INFRA-14337) Confirm the permissitons to github issues/"pull request"

    Description: 
Apache BookKeeper Community have voted and decided to start using Github issues/pull requests
for issue tracking for 3 months. 

And we want to confirm If the committers could have these permissions:
1, Could committers have the permissions to assign issue/PR to other people?
 
2,  Could committers have the permissions to merge directly in Github?
If Yes, then could we enable “allow squash merging”, disable “allow merge commits”
and “allow rebase merging” in pull request to make a clean commit history?
If Not, then we will improve the merge-script to close both issue and PR

3, Could committers have the permissions to create labels and milestones for github issues;

It would be great if there is any other suggestions and instructions to do this migration.
