I'll be blunt, if I remain the only developer and the response to the feedback that whimsy
tools are often broken; then moving forward with a "solution" where the only developer can't
deploy fixes isn't going to make me, infra, or users happy.

I continue to believe that this most urgent problem to solve is the one of these tools being
primarily maintained by a single individual.  I think a key part of this is permitting the
instant gratification that contributing to projects and comdev currently enjoy.

That may very well mean that infra pushes back (for the moment at least) on user's requests
for infra to maintain the tools themselves.  If this is accompanied by infra being more responsive
to reports that the underlying services upon which these tools depend are having problems
(including performance problems), I think users will understand.
