Sam, the difference is that (I think) folks are asking the Infrastructure team to take responsibility
for the application working, and to set service level expectations for the application. 

In the case of reporter and projects, no one comes to infrastructure to complain when they
find a bug, are down/not working (and on the rare occasion when they do we send them to the
community that manages it.) The underlying VM has our base setup applied, but we don't (generally)
provide ongoing maintenance of the VM, manage the applications, or provide an SLA. They are
project-provided services, not Infrastructure-provided services. 

Perhaps this is a case of misunderstanding. Is infrastructure or the Whimsy PMC going to be
responsible for providing Whimsy the service? (My assumption, and the direction we've been
operating under is that Infrastructure is to be responsible for the service)
