To summarize the discussion so far (as I understand it):

1. Original request for an updated VM has move to #INFRA-10669
2. Discussion raises the question of whether infra should or should not be responsible for
the Whimsy service. This remains unresolved which is why this ticket should not yet be closed.

Focusing only on item 2.

It seems the current suggestion from Infra is that they are able to adopt a ComDev style model
in which infra provide an initial VM on which Whimsy will run. This will have the base setup
applied, but infra won't provide ongoing maintenance of the VM, manage the applications, or
provide an SLA. 

Whimsy PMC would be responsible for all code management, service provision and ongoing maintenance
of the VM OS. Whimsy PMC would be responsible for all code running on that VM and would field
all user issues raised, including those that infra defer to the Whimsy team.

This would result in a whimsy PMC provided service, not Infrastructure-provided services (ala
reporter.a.o and projects.a.o)

There is a lack of clarity over what happens when an underlying service is the root cause
of a problem in Whimsy. Is the infra team able to make a commitment to fixing issues in other
services that are exposed by users of Whimsy?


ASIDE: Looks to me that a change in the title of this ticket will help prevent confusion.
I suggest "Define who owns what of the whimsy service". I don't seem to be able to edit the
title. I also note that the new issue #INFRA-10669 is marked as a clone, which is not really
true as my proposed title suggests and the discussion indicates.
