I would advise against allowing over 60000 users to assign themselves issues. The spammers
love messing up issues.

Instead - and lots of other projects do this - is to have folks interested in working on issues
added to the Contributors role in your jira, and we can enable those in that role to assign
themselves and others issues.

Let me know your thoughts.
