HI,

No sorry.

If someone wants to be assigned an issue then that means they want to 'contribute' so therefore
just add them to the Contributors Role in JIra.

For Confluence, we do not allow any non white listed folks to edit wiki pages, that is a recipe
for spam, therefore if anyone wants to edit your wiki, they will ask on the dev list and the
project has the access to their own wiki to grant the person edit rights.
