It seems completely wrong to have to fix the POM in order to work round an issue with the
CMS (if that is what the problem is).

The CMS should preserve any SVN properties that are set on the files. If this is done, then
it is only necessary to ensure that the svn:executable property is set on the original download.cgi
file. The property will then be set on the production file, and then svnpubsub will ensure
the correct modes are set when checking out the production tree.

If the CMS does not currently preserve SVN properties, then the CMS needs to be fixed, not
individual projects.
