Regarding github integration: Carlos and I have been studying github's API to see if we could
enable automatic pull requests when an svn client commits to a github repository using libsvn_ra_git.
Looks like the necessary info can be obtained  with a single GET request against the github
repository URL (see So for svn clients using
both serf (for the HTTP GET) and libgit2 (for libsvn_ra_git) we will provide integrated support
for the pull request workflow with an additional option like 'svn commit --pull-request'.
Note that the committing user would already be authenticated to github anyway so the pull
request can be opened on the fly using the same credentials.

The only missing piece of the workflow is the ICLA problem when accepting automated pull requests.
Could the infra team provide pre-commit hook scripts that check for ICLA clearance? Then we
could auto-accept pull requests from any ASF commiter and put them straight onto a staging
branch in our git repository. This would make our lives so much easier. Thanks!
