~greg: OK, maybe half-cocked is one of those "emotionally charged" phrases, but the meaning
is correct. This was done without really thinking about the longer term effects, basically
the interaction of PMC and their community. The PMC is the steward of the code and the community;
The ASF and the board operates under the assumption that PMCs know their community better
than anyone else, and so that's why the board doesn't poke their noses into how PMCs operate.
That is *until* the PMCs do something that brings that assumption into question.

As I said, by handling all this via the private@ list, you have basically disengaged the community.
Maybe they agree w/ you, maybe they don't. I don't know. But, and this is key, *neither do
you*, because the PMC didn't bother to engage the larger community.
