Not easily - it's generated by the com.atlassian.jira.web.servlet.rpc.LazyAxisDecoratorServlet
class and as a free non-profit license user, we don't build from source. I'm not seeing a
wsdl file available, either in the file tree or inside any of the jar files. Or anything with
'jirasoap' in the name.
