The root cause is the non-scalable user management in confluence 2.2.9. The number of users
(15169) has exceeded the size of the user cache (15000).

We hit the same issue back in June (when we had 13,580) users. Given we appear to be gaining
1000 users a month increasing the size of the cache is not a viable short, medium or long
term solution.

We *really* need to upgrade to a newer version but we are stuck on 2.2.9 which is almost 2
years old until the autoexport plugin is ported to which ever confluence version we upgrade
to.

Someone needs to step up and volunteer to
a) do the porting work and 
b) to upgrade confluence.
