Ok, I checked it into the committers repo at: repos/private/committers/tools/jirareports/open.vm

I also hooked it up to run via cron:

 32 2 * * 3      $HOME/bin/ repos/private/committers/tools/jirareports/open.vm
10410 Infra

The emails will come from so someone will have to moderate that through.
 I sent one now so that could be done.

If anyone wants me to disable this just update this issue, I'll watch it.
