  The compiler do not issue an error if struct is not declared.

  Moreover, after that declaration type tm can be used in other
declarations.

The test below compiled without any errors:
-----------------
struct tm* foo (struct tm* arg)
{
    return arg;
}

namespace {
    using ::tm;
}
-----------------
