Adding to Mayank comments.

You could do it in two level through coordinator/controls section

*throttle : To control the number of action creation/materialization.
*concurrency :To control how many WF will be executed simultaneously.

There is a way to throttle the number of actions creation for one job. You
have to specify that in the coordniaotr.xml under concurrency.
