One o the problems I see is that what you consider "noise" others do 
not. In the past I used charts from a OOo spreasheet embedded into a 
writer document. I found the page boundary helpful in positioning those 
charts correctly.

Adding the preferences is fine, but I do not believe that the default 
full frame should be changed. That kind of change could well be seen by 
the user community as "change or the sake of change" that serves no real 
purpose.
