i used to have similar problem when running opera under win7. it appeared  
that some hidden system folders such as "documents and settings",  
"application data", "local settings" etc exist on the system disk for  
backward compatibility. those folders are actually links to "users",  
"roaming" and "local" respectively. for unknown reason their access rights  
entries were set to "no access for everyone" at some moment (maybe that  
was fault of antivirus software or something of the kind). however, i had  
to fix security entries under folder properties of each folder in order to  
grant proper access and to reinstall opera for it to get alive. it may  
work with ooo as well.
