This can be a corrupted profile, or a problem with long paths.
Can you try with a brand new profile?

You don't need to delete the current profile if you start OpenOffice from
cmd.exe with the paramenter -env:UserInstallation=NEW_DIR

For example:

soffice.exe -env:UserInstallation=file://C:/ootest
