I was able to reproduce this behavior, but I am not convinced that it is a bug;
in the scenario described, the text boxes have been moved into the margin (a
boundary for content on the page); when that margin is adjusted, it makes sense
to me that whatever content was in it would be moved also.

I'm not sure how else this situation would be handled, except perhaps to not
allow any content within the margin.

Some alternate steps to reproduce:
1) Launch Impress
2) In the Presentation Wizard, select "Empty Presentation" and click the Create
button
3) Right-click the resulting slide, and click Slide > Page Setup
4) Change any margin from 0.00" to 10" and click the OK button
5) Click and drag the text boxes from the side of the page into the new margin
6) Right-click the slide, and click Slide > Page Setup
7) Change the margin back to 0
8) Observe that the text boxes have been pushed off the slide, and can be
dragged back onto it

Build & Platform:
OpenOffice.org 3.4.1: AOO341m1(Build:9593) - Rev. 1372282 on 64-bit Windows 7
Home Premium, Service Pack 1.
