The color is not stored by name but with its absolute value. The stored
property is of kind draw:fill-color="#0084d1". On the other hand the used color
palette (that is the mapping between color name and value) is not stored within
the document, but only its path relative to the user configuration folder is
stored. In addition, you can switch palettes on the fly while creating a
document. So the information, which name was mapped to which value cannot be
recreated.

If you want to make sure, that some objects always have the same color, then
you should not use direct formatting but styles.
