I guess, you do not mean "Upper case" but "Small Capitals", because that is,
what I see in the document.

The html export filter is not maintained any longer, see issue 77880. (Unless
someone will work on it.)

And in the XHTML filter this feature is still missing, see issue 47882.

When you have exported the document using the XHTML export filter, you can add
the property
font-variant:small-caps
to the style definitions. Search for the class identifier, which is used for
the text, for example "<span class="T10"> and then add the property into the
curl brackets of the style definition at the beginning of the XHTML-document,
for example
    .T10 { color:#000000; font-family:Times New Roman; font-size:13pt;
font-variant:small-caps; }
