Oddly enough, we were able to reproduce it only when the chart is based on a table formatted in a non-default way. To reproduce: 1) Open the file I'll shortly attach or create a new document in Writer, a table with AutoFormat (we tried with the "Brown" preset), fill it with numbers and use the first column as labels for the X-axis. 2) Save, close and reopen. 3) Look at the X-axis labels. Expected result: labels are preserved (in the sample file, one should see "Busto Arsizio", Gallarate"... under the chart). Actual results: upon reloading, labels are lost and replaced by "0".
