The support for password-based encryption ("Save with Password" and the
corresponding "Open ..." password requirement) with methods in addition to
Blowfish was introduced in the OASIS Sandard ODF 1.2 adopted on 2011-09-29. 
The ability to accept alternative encryptions with AES256 is now provided for
in the Oracle OOo-dev 3.4 developer release, LibreOffice releases starting with
3.4.6, and the forthcoming Apache OpenOffice 3.4.

It is now appropriate to consider this issue resolved.  Any difficulties or
proposals with regard to the new encryption methods and the prospect for
additional encryptions (e.g., Triple-DES, whatever replaces AES eventually,
etc.) should be raised with new issues.
