The document is inconsistent. It has stored e.g.
<table:table-cell table:style-name="Tabella1.A1" office:value-type="float"
office:value="0"><text:p text:style-name="P1">Abitanti</text:p>

That means type and value are set the a number format, but the paragraph
content in the cell is a text. This could be generated, if the Number
Recognition is turned off. You get the correct display, if the document is
changed, so that the first column really has text format. You can see the wrong
format in the preview in the number format dialog.

But there seem something more needed. When I generate such buggy document with
OOo3.2.1 the display is not wrong.
