Markup for Draft Terms of Use

[Note: Legal Discuss JIRA Issues do not provide for attachments, so I am
uploading the draft here.  The idea is to discuss it on Legal and refer to here
for the attachment.]

It is proposed to provide an OpenOffice.org Terms of Use that represent the
Apache hosting of OpenOffice.org web properties still as openoffice.org domains
for incubation under the Apache OpenOffice.org podling.

The re-hosted OpenOffice.org terms of use provide identical provisions for
access and use of materials delivered from the openoffice.org domain and its
subdomains.  The key difference is that there is no Project differentiation and
all new contributions are under the current generic submission policies for
code (ALv2) and other material (blanket permissive).

The draft is provided as a change-marked HTML page that shows the original
text, proposed revisions, and annotations about the revisions.
