I don't believe that the lists on this page are created automatically. Rob had been maintaining
them:

If that page is authored in XML, I can cope. I just want to be certain that is the form which
is the authoring source. That is all the CMS shows me when I log on at that page. It is
also all I see in the Infrastructure SVN for the page.

Yes, I believe that infra creates rosters in various ways from the authz lists.
